This is due to secular resonances with Jupiter (and Saturn). A secular
resonance happens when the drifts in the longitude of periapse or the
ascending node of the asteroids are close to (or a ratio of ) an
eigenfrequency of the perturbing bodies. These and a few other types
resonances might destabilize the mean motion resonances. Kirkwood gaps
seems to appear where different types of resonances overlap.
