Then don't do it in the States. The only likely good to come from
this proposal is going to be driving the scammers at ISR apoplectic with
rage, so adding to their costs by forcing them to travel outside their
home country to try any legal stuff and adding to their apoplexy by
forcing them to become familiar with other countries' legal systems is
all to the good. If the market research (which BTW, you should not need
to set up a company to do - there are plenty of commercial organisations
that will do this for you. For a fee, it's true. But you don't need to
set up a company first.) shows that you'll actually get a significant
income from this, and so be able to dispense some largesse to real
astronomy, then that's all to the good.
But you'd be as likely, if not more likely, to get money from
serious amateurs and interested people by advertising that this scheme
will give the scammers at ISR heart attacks. That's a perfectly worthy
cause in and of itself. You might even get me to dip my hands into the
Wallet Moth refuge!

       Slogan :
"Piss on ISR's Parade! Buy an IAU-recognised star designation."

I think we've just indulged in Internet-organised international
terrorism, designed to undermine the American Way Of Life. Don't it make
you feel allll-riiiight!
