This is probably true, although some things seem "highly improbable" as Manfred Eigen used to say. This is probably because he, and probably all of us, have a difficult time truely comprehending infinity!
Is that a true statement if there are infinitely many universes? Is it possible that there are different physical laws in different universes?
Do an internet search on "multiverse" ... you will find a number of interesting articles. Using google I found this one:

If there are infinitely many universes with different laws, won't there be one where the physical laws make infinitely many universes with different laws impossible? :-)
