I like the idea of an artificial planet. The reason I made it so big
in the first place was to hold a population of 2.8 trillion people.
Making a Jupiter sized planet is not the only way to do this. The
"sizable chunk of the galactic population" could be spread throughout
the entire system with all its planets, moons, and large asteriods
colonized along with an artificial planet or two. With an advanced
technology they could also live underground, which I mentioned briefly,
or in mega-city sized pyramids.

After looking at maps of the Milky Way galaxy, I was thinking of
setting the story in the M36 open cluster of the Perseus arm. Most of
the stories would be in a localized area with Earth being a year long
trip and of little interest to those not born there.
