Astronomy Cape (Mys Astronomicheskiy), Russia

This may not be the right group for this question, but
I couldn't find a better one.
In the far eastern part of Russia, east of Magadan,
there is a Mys Astronomicheskiy (lit., Cape Astronomical)
at 59.13N, 153.34E. I haven't been able to find out
anything about it, but wonder if some interesting
bit of astronomical history -- an eclipse expedition
or something of the sort -- might not be the reason for
the name.
Anybody know?
