Jonathan, I'm surprised! If it hasn't been tested then it isn't a theory, only a speculation.

With a bit more time to post, I've been able to go to Ned Wright's FAQ <http://www.astro.ucla.edu/~wright/cosmology_faq.html#SS> which in turn led me to Cooperstock's paper saying the expansion on the scale of the solar system is very small indeed.

BTW, the relativity FAQ at <http://math.ucr.edu/home/baez/physics/expanding_universe.html> returns "403 Forbidden".
