As others have said, Harvard. I was only mildly surprised to find
out that MapQuest knows where the observatory is located, but I don't
think it is generally open to the public. Even if not, there may be
tours (and probably will be, if there's enough demand). You could
call the public affairs office to find out.

There were several errors in the Globe article. Better to read the
press release posted in sci.astro.
