You don't say where you are. Some countries already have a quota of
professional grade telescope time available to well defined school or
college projects.

How can we book time? Where is this service available? Is it
affordable? Is it worth it?

If you have a serious research project suggestion you can always submit
a proposal for telescope obsering time on a suitable instrument. The
time is free, but living and travel costs may be non-trivial. Your
chances of getting the time allocation depend on its scientific merit.
