Lunar Years

I have a question that I think concerns astronomy and was referred to this
newsgroup for the best possibility of getting an answer.

A film called "In a Year of 13 Moons" begins with the following prolog:
"Every seventh year
is a lunar year. Those people whose lives are essentially dominated by
their emotions suffer particularly strongly from depressions in these years.
The same is also true of years with thirteen new moons, although not quite
so strongly. And if a lunar year happens to be a year with thirteen new
moons, the result is often a personal catastrophe."

Please disregard the melodramatics in the above quote. What I want to know
is in what system is every seventh year considered a lunar year? Is there
some calendar that makes an adjustment every seven years to compensate for
the fact that one orbit around the sun takes about 365.25 days? Could this
concept of every seventh year being a lunar year have something to do with
astrology?

Please excuse my naiveté on this subject. Any info would be greatly
appreciated.
