I think that they should do A point system where you need lets say you
need at least 500 points.

200 points if you have at least moon that achieves hydrostatic
equilibrium
10 points for each moon
50 points if at least one of your moons is larger than 1000KM in
Diameter
400 points if you achieve hydrostatic equilibrium (pull your self into
a ball)
5 points for every 1000 KM of Diameter
200 points if you are the dominate gravitational influence in your
orbit
MUST orbit the sun or another star!
