I think Robert is missing the basic Doppler effect where the
received signal frequency is reduced but the transmitter is
not affected.
The second order component by which relativistic Doppler
differs from the classical moving source equation, also known
as transverse Doppler, does reduce the source frequency but
that's a separate aspect. It gets complicated in the
cosmological sense but I think Robert needs to consider the
simpler SR effect first.
