The general process is that if you are both in the USA, the police
will handle everything about the harm.

If he is in another country, then the normal process is to get hold
of an international property, the Interpol.

Unfortunately, that you can only reach through the advice of a lawyer
on how to do that. Treat the Interpol as the police of your own
country.
They are here to assist people with International Police issues.

Remember, it seems you need to act.

(Oh and do not call the FBI. They have a 30-90 day response time,
99 percent of the time they don't respond. You may try the CIA,
though they are a government spy agency, but I think your case
would fall there if you are in the USA and he is outside of the USA.

You need to take action and stop a mad stalker pursuing you criminally
in your life. The authorities know exactly what they need to do.
