I discovered this <http://www.wideopendoors.net/instructional_design/public_domain.html>. It may be useful. Using educational with NASA in Google searches seems helpful. Some of the acronyms you provided may be helpful. The hyperphysics web site has an interesting disclaimer. It says one can use any of the NASA images there but not the others--they are the author's and require his permission. I spent a few minutes probing around, but didn't see a single NASA image.

There's so much out there on the web it's hard to tell what might be freely used or not. Probably most is not usable for educational or other uses. Although I have no interest in writing a book, I'm curious how authors of science texts get some of their pictures? I suspect that's what publishers are for. Maybe there's a guide book for budding authors that talks about this?

The web sites such as NASA and ESA (and AURA, NOAO, ESO, etc) give guidance on use of images. There may be restrictions on commercial use as opposed to educational use (such as requiring a fee), but the main condition is usually that the source of the image must be properly credited. Indeed, the editors and publishers have a staff of people whose sole job is to research illustrations and images, check for copyrights, etc. There are certain archives of images that have specific charges for use of pictures for which they own the copyright (e.g., a famous image of Einstein or Bohr).
