Racism is not normal. You can't say there is racism in the society so you can discriminate like a blind Englishman from the racist colony allowing only the English rights. You can't do that, it is not normal. Maybe it was in 1910, it wasn't during the occupation in India and taking rights from Indian people. Never is normal. Ever a person allows black and white.
