I think speed in sprinting is tied to leg muscle type.
In my highschool I noticed that the two fastest runners
one white and one black, moved their legs very quickly.
Ability to quickly contract your muscle, muscle speed is key.
I was a fast sprinter myself and one day went up against
a super fast runner. I noted during the race that he was
stepping about twice as fast as me. I just couldn't move
my legs as fast. It was like I was moving in slow motion.
I see boxing was mentioned.
Now it also happens that I boxed and I will tell you what
is important in boxing. Muscle speed. It is incredibly difficult
to land a punch because your opponent can see it coming and needs
only move their head a few inches to slip or avoid it, and landing a
hook, which typically travels over a path 2/3 path greater than a
straight punch requires tremendous speed. When you see a boxer like De
la hoya landing hook after hook, that is a stunning display of
handspeed. It has nothing to
do with body size, levers, bone density , body fat, strength, etc.
