No, the root function of culture is to allow for a second channel of
intergenerational information transmission in addition to the genetic
one. If regulation of competition is a useful trait, it may be
incorporated into culture rather into genes - but it is not the primary
function of culture.

Human males and females tend to assort as much as compete, especially
since humans are semi-monogamous.
