I think that I answered this question in an earlier post. An idea without
heuristic value does not motivate data collection or further theoretical
development, while one with heuristic value does motivate such activity.
Ultimately, an idea with heuristic value helps to move the scientific
enterprise toward a better understanding of nature.

This is an odd question. An heuristic value does not exist in isolation
waiting to be used. It is manifested through the response of the scientific
community.
