You have entirely the wrong psychological perspective on this. The glass
is always half full and not half empty within evolutionary theory.
Mutational meltdown is not evolution it is just overwhelming random
variation. All any Darwinian selectee can do with such an ALMOST empty
glass of heritable variation is adapt the best way that it can to it.
The fact that it may not be able to do so does not mean that it does not
even try. The net result of all this "trying" is evolution. If you take
all of the "trying" away all of the time no evolution can result.

Once again this is just random temporal variation and not evolution
where ALL of the time, selection acts on ANY available heritable
variation no matter what tiny part of may remain useful. Random rates of
sampling error provide temporal variation whereas random mutation rates
only provide spatial variation. Selection can use both and CAN alter the
rate of either, but not to zero. When drift overwhelms selection it is
ALWAYS selection as well as random sampling error that has provided any
quantitative directional gene change within a population because even as
selection is being overwhelmed it is STILL SELECTING. To measure this
empirically you would have to set up two populations. In one selection
would become halted (in the way that I have previously outlined) but in
the other some small amount of selection would be employed that would
become overwhelmed. The quantitative difference between these two
population would prove the directional effect of overwhelmed selection.
