Europe. The difference is genetic - African parents who move to Britain have
children who look like Africans.
That is because the restrict their choice of mates. If people
intermarried freely the stigmata of race would disappear in a few
generations.
For example it is easy to spot an Armenian. There is a "family
resemblence" so to speak. But that is because Armenians marry mostly
other Armenians. If cousins married cousins soon there would be a wide
spread family resemblance.
