I don't follow the logic of that. The premise that synthesis must
be faster, or at least not slower, than degradation sounds right.
But what does that have to do with UV light? Why can't UV light
be a purely destructive force, or at least a force with more
destructive than constructive effects?
Your premise (synthesis >= degradation) only means that the forces
promoting synthesis are greater than or equal to the forces
promoting degradation. Of the hundreds or thousands of possible
forces acting on living organisms, any particular one of those
forces could be on either side of the inequality. They don't all
have to be on the left side, or be preponderately on the left side.
