As I said earlier, before drawing the structure, look at the group
number of central atom which is carbon as you chose correctly in CF3Cl.
However as the formula is written it does not mean that chlroine is
bonded to fluorine. It is merely a convention of writitng element in
positive oxidation sate first. It could have well been written like
F3CCl. So look at the periodic table and note that carbon belongs to
group-IV elements, so it has four electorns in its valence shell. There
should be 3 F and Cl attached to the carbon atoms just like in CH4. Do
not need show the promotion of electrons in fluorine and chlorine like
that, you should be concerned only with the cetral atom. This link
gives a good overview and try to do solved examples first.
