Questions about Freon Decomposition to Phosgene.

To All:
The MSDS, and various safety organizations warn that when Freon 12
comes into contact with open flames or hot surfaces that one of the
possible decomposition products "may" be Phosgene.
Supposedly Freon 12's decomposition temperature is around 700 degrees
C, AND Phosgene's decomposition temperature is around 300 degrees C. So
how can Phosgene be created when its decomposition temperature is lower
than Freon 12's?
