Apparently the author is referring to a solution of zinc hydroxide
dissolved in excess ammonia as ammonium zincate; or more practically
add enough ammonia just to precipitate Zn(OH)2 from any soluble zinz
salt; separate and dissolve in excess conc. ammonia solution. The name
is misleading though, since the hydroxide dissolves in ammonia forming
a compound similiar to copper-ammonia complex of type [Zn(NH3)n](2+)
not becasue of zincate ions.

"Organic Systhesis" also refers to ammonium zincate to "A solution of
20 g (0.15 mol) of zinc chloride (ZnCl2) in a mixture of 500 mL of
concentrated aqueous ammonium hydroxide"
