By HCl+CuO the author might be referring to copper chloride solution,
which you may already have as Wilco has told the method to you. In
short dissolve copper *wires* in HCl containing hydrogen peroxide H2O2;
Don't heat the mixture, just let the reaction slow down by itself, this
would take and hour or so. You will get a dark greenish solution of
copper chloride. Do not try mixing bleach with H2O2 or with the acid
and never add bleach to copper solutions...which may lead to formation
of copper oxychloride which is very toxic. Remember that copper salts
are poisons.

No, this wouldn't be practical, if you follow the above method of
making copper chloride you would not need the oxide at all. The usual
method of preparation is indirect i.e. by thermal decomposition of some
if its salts.
