It is lack of plankton due to the lack of nutrients that makes for the
most gorgeous transparent blue ocean. Sargass sea is the prime example
of a beautiful marine desserted area. But if you feed the plankton by
spilling some phosphate or soluble iron in there, it will get rather
cloudy quick.
Also, river water and rain runoff from land will make ocean muddy
because of the silt.
