It was from a reasonably well-regarded institution in the United States.

The Weizmann Institute requires that Ph. D. theses be in English. I'm not
sure if the rest of the universities in Israel have such a requirement
(Bar-Ilan does not, and most of the Ph. D. theses that I've seen have been
in Hebrew).
