oil paints harden by air oxidation which cross-links the double bonds
in fats. To get it work, the paints were formulated from lineseed oil
(or walnut oil in expensive art picture paint) that has high degree of
unsaturation. Then you have additives there that accelerate the air
oxidation - I think they are based on lead(II) or chromium(III) salts.

Wrinkle formation and othe surface changes are common problem with oil
paints - especialy when applied in one thick coat, as you have
observed: the layer underneath remains soft because it has no access to
oxygen.
