Magic bullets

I recall reading some work by an ex-CIA engineer/chemist who worked on covert weapons. He mentioned that he produced a micro-genade/bullet that was lethal via the extreme toxicity of its fragments. The latter were composed of some rare earth (IIRC) and the people collapsed/died from anaphylactic shock within seconds. What was it?
