Converting urea nitrate to strong nitric acid

A while ago I came across a post indicating that urea nitrate could be
converted into 100% nitric acid. However, the post did not go into details,
and I'm unable to find anything on the web regarding such a procedure. Was
the guy right, and if so, how?
