To add my $.02 to Wilco explanation: the only real answer to the
question "why" is "because that's the way it is".
Unexcited electron configuration is always the one with the lowest
energy. When you do the quantum calculations you will find out which
configuration has the lowest energy. Asking 'why this particular
configuration' in most cases doesn't make sense, as you will soon
land in the land of exceptions, exceptions to exceptions and
exceptions to exceptions to exceptions.
