It's the peroxyacetal trimer amongst others, and impressively unstable
to shock. That the original idiot could not light a fuse to pop his
sneakers - or did't lose his feet walking - is indicative of the
skills involved. It's also a standard initiator, dissolved in
phthalate plasticizer, for hobbiest styrene-polyester resin.
Only an idiot would use acetone peroxide as a bulk explosive. PETN is
an hour in the kitchen and performs to military high explosive specs,
as such or as a plastique composition. Urea nitrate -> nitrourea is
also nice. KISS, ANFO with a booster and blasting cap.
Explosives are stupid as terrorist acts. The political theatre idea
is to chronically maim with time delay, not to acutely kill. You want
the whole population drowning in sustained personal fear, leading to
riots and massive breakdown of civil order. Leverage! An urushiol
fogger would be nice, as would lofting any hallucinogen.
If Uncle Al were consulting you'd have all of London streaming for the
exits as behind them every mosque (20% of London's population is
raghead) burned.
