Unregulated discharge of industrial waste or medical waste is an
offense punishable by up to a $10,000/occurance-day EPA fine. If you
take a new unused polypro bucket, scoop up some water from a stream,
then pour it back you'll be arrested before a Federal agent can slap a
mandated International Warning Orange plackard on the bucket,

and OSHA descend upon you for having lacked that.

(It works! You can bag your limit in under an hour in San Diego - the
wetbacks, that is. The hazard is wondrously specific, with no
