Let's see- you want to electrolyse carbon dioxide and water to get
methanol and oxygen?

I'm pretty sure it won't work, because the water is easier to reduce
than the carbon dioxide.

Checking the Rubber Bible, reduction of CO2 to formic acid takes place
at -0.2 V, while H+ gets reduced at 0. Both half-reactions take two
hydrogen ions, so they'll be equally pH-dependant.
