Copper sulfate is a salt that is easily soluble in water.
If it doesn't dissolve, it isn't copper sulfate. It might
be copper oxide or copper carbonate, or a mixture of the
two.

It might also be basic copper sulphate (ie, a double salt of copper
hydroxide and copper sulphate), which will not be readily
water-soluble. But a mild acid should take care of that.
