Testing such a claim is simple.
'Close the loop' - that is, start up the machine and then remove its power source taking only power from its output. Any *significant* excess siphoned off over a period of hours should be sufficient to prove the claim. Allow the scientists to check the machine for hidden batteries or inductively couple power.

Every claim of 'free energy' that I've come across fails to do this, for very good reasons.
