Bear in mind that the composition of the vapour phase depends on there
being enough ethanol present to give that composition. With such a
small amount of ethanol present initially, if your headspace is too
large relative to the amount of liquid you simply won't have enough
ethanol to form such an ethanol-rich vapor.
