surfactant for acid solution

I would like to make an acidic cleaning solution (for cleaning rust,
calcium, and lime stains).
I have some oxalic acid powder, but I don't know what to use for a
surfactant.
I'm assuming I shouldn't add sodium carbonate (washing soda) because it
is a base; is that correct?
