It might just have been a fever dream. I can't imagine any practical
process for doing this. There's no such acid in tires to begin with,
and citric acid is cheaply made by other means.

A lot of tire rubber that was once burned to keep the air over the
Northeast smoky, the way they like it, is now ground into flour and
added to road surfacing material. The resulting asphalt is much quieter
than the usual stuff, and apparently grips tires better. We have it on
our street and it makes a difference in sound, at least.

Although there is no acid to begin with in tires, is it possible that citric acid could be created from tires though a chemical reaction?

When I took organic chemistry more than a half-century ago, a common exam question involved listing the steps in the synthesis of a compound, starting with carbon, air, and water. It was just a test of what reactions we had learned, not meant to be practical. In grad school, at Iowa State, I took one course with Henry Gilman, who was one of the top two organikers at the time. (The other was Henry Freiser, at Harvard.) He would give the class an oral test, to come up with as many such schemes as we could, and then he would list several more.

If this was a fever dream, then there must be some other reason why cheap lemonade and soft drinks taste like tires. Anyone know?

I never tasted a tire. At my age, I don't eat or drink much, but I do opt for quality. How much do you save by buying a product you don't like?
