Copper oxide has a lower thermal conductivity than copper metal, so
yes, it will impede heat transfer (this is true for all metal corrosion
products). Whether this will actually be detrimental to cooking depends
on how thick the layer of corrosion is. Aluminum always has a native
oxide coating in air, but it is very thin, thus it is still suitable
for cooking. You can remove corrosion from copper with commercial
products or dipping in vinegar, but be aware that these products work
by etching away the oxide, and if you keep cleaning it there will
eventually be no pot left.
