That would work if you can keep the "calcium bonding materials" (say
bone char) from becoming a source of infection / contamination, and
keep these materials out of solution, and keep the process maintained.
There are not many processes that are effective at reducing fluoride,
that are cheap, and require no maintenance. Better to choose another
water source.
