How to cleaning silicate scale?

i am have problem with my heat exchanger pipe
my place at asia pasific, and in my pipe silicate scale very-very make
trouble with my HE

to scale removal this case, i am usually use HF, but HF is expensise
and dangerous

can u help me....

what must i do?????

becouse i can't use HF to remove scale.
oh yeah........

my boss said that don't use HCL,NaOH, and HF what must i do?
