Usenet is the wild west. Every so often, a marshal shows up and
shortly after, is carried boots first out of town again.

You can find moderated groups in Yahoo Groups, MSN Groups, and a
thousand little forums, like www.scienceblogs.com and www.livejournal.com

There are some moderated usenet groups, in that anyone can read, but
posts are filtered by moderators, but these are few.
