Depends on the solution, and depends on whether you want an idealized
answer or a real one.

Solution = aerated vermicompost tea, tested with
bromothymol blue fish tank indicator. Good quality
tea will be cloudy, which might make reading difficult.
Dilution will reduce turbidity, and hopefully yield a more
easily discernible pH.

Diluting a solution of a strong acid, say 0.1 M HCl, would be expected
to change the pH. The solution is now 0.01 M HCl.

For a buffer, one might not expect an effect, but small effects may
occur.

Not much pH difference between stock and diluted tea.
Both read as a nearly ideal 6.8 - 7.2 pH.
