Two reasons come to mind.
The lime might be too strong of a base, and the weak boric acid
buffers it a bit.
Boric acid (or borates) form complex ions with vicinal dihydroxy
groups, which are found in cellulose, and may also react with the
lignin.
I'm not a wood or a paper chemist, so people can feel free to offer
more reasonable suggestions.
