This sort of Q comes up fairly often. See, e.g., sci.chem,
Subject: "What is a laboratory", Date: Dec 2007 - Jan 2008
(started by Allan Adler).
Quoting therefrom:
"This is 2008, not 1908 ... or even 1968. "Chemistry at home",
indeed. George Baekeland, George Eastman, Charles Goodyear,
Edwin Land, Thomas Edison, et al. would all be in jail today
if they were working as they did back then."
"It's gotten to the point that HIGH SCHOOL science projects
involving chem or bio MUST be done in a university or
corporate research lab. (Computer sci, math, some physics
can still be done at home.) We are killing off a lot of
talent this way."
And there's a quote from Kerry Mullis' (Chem Nobel Prize
for PCR) about tinkering in his home chem lab as a kid
and teenager.
The US is committing suicide by killing off the drive of
its future scientists. Wait ... the US kids can get it by
watching science cartoons on the Public Broadcasting Channel
or film of Big Bird visiting scientists in foreign countries.

My thesis advisor, at age 80, was released from federal prison this
year after conviction for running a meth lab about 15 years ago.
I think his slide downhill got started in the 60's when drug
experimentation was legal but he continued when it became illegal.
