I've looked into Penrose, too, and IMO his speculations are less
plausible than Damasio's, mostly because Damasio confesses ignorance.

IMO, neurons don't produce consciousness. Asdking the question that way
is a category or hierarchy error. The same error would show in asking
how transistors can compute. They can't and don't. It's the system of
which transistors form a part that computes.
