Need for defense may or may not imply a war machine. If
the Chinese have no expansionist plans, and
demonstrate some measure of commitment to civil rights,
there'd be no basis in conflict.

Some organ of Chinese law prohibits
foreign ownership of property, I'm sure
out of historical remembrance of The Boxer
Rebellion. Fountain pens are more economically
efficient than firearms
