Info about master in Economics in Usa

I have a degree in Economics, obtained in italy. This summer i will
take a summer course at LondonSEin industrial organization and
competiton policy.
I would like to take a master; i would like to go in usa, i don't
want to stay in Europe.
I am mainly interested in Economics of regulation and Economics for
telecommunications.

As far as i have been seeing so far, the best American university do
not offer a master program.
Some friend suggests to enrol for the PhD and after 2 years u get the
master.
The point is that i don't think i have the numbers to get into a top
PhD program, since as far as i know they are aimed at people who did
already some research/publications and show a strong interest in
academic activity.
I saw that Maryland university offers a master degree.
Also I saw Stanford offers a master in Management Science and
Engineering.

There is something u can suggest??
Which are the best university for studying Economics of
regulations/public utilities/telecom and micro in general?
