But the first is derived from the second. New tools must be continually produced to
replace those that fall apart. Where labor is free to engage land, there can be no
ongoing monopoly of capital.

Workers who enjoy equal access to land don't pay monopoly land rent. They pay land
rent taxes which fund mutual services. Everybody produces, so there can be no
parasite class.
