It is important to understand that collecting taxes from the states
based on the population of the state satisfies both the "head tax"
seekers and the "land tax" seekers. California will pay big bucks,
but they have the land values, the representation, and the people
to match that. Land value in the USA is primarily a reflection of
proximate population. And if the Californians don't like the
tax they can leave and go to N. Dakota:)
